MANCHESTER BY THE SEA — Manchester Board of Health approves permit for Eaglehead Road ADU. The board voted unanimously to approve a permit for an accessory dwelling unit, garage, and sewer connection at 13 Eaglehead Road (plan dated August 25, 2026); property owner Rob McNeil attended the meeting. In other matters, the board recommended a minimum 10-year inspection frequency for septic systems in five environmentally sensitive areas, with exceptions for recent Title 5 inspections and properly maintained systems; Public Health Agent Wendy Hansbury will incorporate this guidance into revised Title 5 Addenda for October review.

The board also addressed serious quality concerns with the Cape Ann Public Health Alliance's digitization project, directing staff to establish firm timelines and accountability measures with vendor Records Force.
