MANCHESTER BY THE SEA — Board of Health approves septic modification; schedules vote on regional health services agreement. At its January 8 meeting, the five-member board agreed to a field modification for a septic system upgrade at 13 Hickory Hill Road necessitated by ledge encountered during installation. Board member Peter Colarusso pressed for a super majority requirement in a pending intermunicipal agreement with Gloucester, citing concerns that Manchester could be outvoted under current governance language.

The state granted a March 31 deadline for signing the Public Health Excellence Grant compact, which authorizes up to 50,000 dollars per municipality for digitization and shared inspection services. The board scheduled an adoption vote on January 22.
