Board of Assessors reviews interim staffing proposals during assessor absence

MANCHESTER BY THE SEA — Manchester-by-the-Sea Board of Assessors convenes with two members to address interim staffing during Principal Assessor absence. Board Chair J. Robert Beatty and Member Jeffrey R.

McAvoy approved prior executive and open session minutes and the December 2025 Abatements Report in 2-0 votes. The board approved all fiscal year 2026 Statutory Real Estate Tax Exemption applications unanimously. In open session, members reviewed competing interim-service proposals from David Billard and Municipal Finance Services LLC to handle data verification and property inspections during the assessor's scheduled absence, forwarding materials to the Town Administrator, Accountant, and Town Counsel for further review without taking action.

The board deferred scheduling its next meeting pending the assessor's return.
