MANCHESTER BY THE SEA — Manchester Board of Health approves three septic upgrades with conditions. Board Chair Peter Colarusso presided as the board unanimously approved septic system modifications for three properties, including a complex replacement at 21 Eaglehead Road using a specialized Waterloo innovative treatment system. Board member Mary Foley raised concerns about the project's 21-foot setback from wetlands, substantially less than the 50-foot state standard, but the board approved the plan contingent on Conservation Commission review and installation of protective barriers.

The board also approved a sewage disposal system upgrade at the Kelley property at 3 Proctor Street and a conceptual septic system expansion at 155 Bridge Street.
