MANCHESTER BY THE SEA — Manchester Board of Health approves tobacco language, submits state survey. The Board voted unanimously to require tobacco permit applicants to acknowledge their obligation to comply with all federal, state, and local laws and regulations. In a separate unanimous vote, the Board submitted a performance standards survey to the state that assesses local health department functions against state requirements and identifies training and funding needs.
Board Chair Peter Colarusso reported progress toward digitizing historic health department files under a state grant, with a June 30, 2026 completion target. Staff noted an unusual surge in residential kitchen applications from zero to three, with two more pending, and continued Board monitoring of septic system compliance at Manchester Bath and Tennis Club.
