MANCHESTER BY THE SEA — Board of Health discusses digitization grant project governance and Manchester's opt-out from regional system. The five-member board met with Health Director Rebecca Hansbury, who confirmed plans to hire a Title 5 specialist to assess digitization project viability using Cape Ann Public Health Alliance grant funds rather than participate in a regional contractor system Gloucester is developing. Board member Peter Colarusso had raised questions about whether the not-yet-convened advisory board should approve individual grant expenditures; Ms.
Hansbury clarified that the advisory board provides direction but does not require approval of each expense. The board also received updates on a Workforce Standards Survey due by April and the Tobacco Coalition's effort to coordinate municipal regulation of synthetic drugs.
