MANCHESTER BY THE SEA — Building permit fees rise to $10 per $1,000; trash fee on hold. The Select Board unanimously approved the building permit fee increase from $6.00 to $10.00 per $1,000 of construction value, with electrical permit fees rising proportionally from $3.00 to $5.00 per $1,000, effective immediately, finding Manchester competitive with a regional survey average of $11.07. The Board placed the proposed trash bag fee increase on hold, directing Town Administrator Antonio Barletta to publish notice in The Tide.

The deferral reflects the town's transition from Republic Services to Casella Waste Systems, whose contract includes protective terms and mandates automated collection by September 2026. Building permit revenue has grown from $252,000 in fiscal 2021 to $387,000 in fiscal 2025.
