MANCHESTER BY THE SEA — Historic District Commission authorized preservation consultant search. The Manchester-by-the-Sea body voted unanimously to hire a consultant estimated at $6,000 to $7,000 to facilitate community engagement workshops and review a draft demolition delay bylaw, with consultant selection by October 1. The Commission also unanimously approved a Certificate of Appropriateness for a 36-inch circular wooden sign at The Woodland Rabbit baby boutique on School Street, conditioned on minimum clearances of 6 inches above the door, 8 inches from each side wall, and 8 inches below the soffit.
Members debated the structure of a proposed demolition delay bylaw, with discussion about whether a 100-year age threshold alone should trigger delays and whether delay duration should extend 18 to 24 months instead of 12 months; Director Marc Resnick agreed to prepare a revised draft for the next meeting.
