MANCHESTER BY THE SEA — Historic District Commission outlines three preservation strategies. The Commission discussed pursuing a Demolition Delay By-Law, a community-wide historic preservation plan, or expansion of the local historic district to align with the National Register boundaries. Chair Rosemary Costello led the discussion with members Richard Smith, Joseph G.
Sabella, and Evonne Blanchard present; Kevin O'Mara arrived to establish a quorum. Consultant Jennifer Doherty, formerly of the Massachusetts Historical Commission and now with the Barrett Planning Group, could assist with community education on a Demolition Delay By-Law at $10,000. A full community preservation plan would cost $30,000 while district expansion would require $25,000 in consultant work.
The Commission identified Community Preservation Act funds as a potential funding source for survey work and agreed to invite Doherty to the August meeting.
