MANCHESTER BY THE SEA — Committee backs high-performance envelope for Senior/Community Center at former lodge. The Facilities Planning Committee, meeting June 17, endorsed a pathway for higher-performance building envelope standards based on Town Engineer and Facilities Manager Nate Desrosiers' life cycle cost analysis showing that near-passive house envelope performance, requiring an estimated $95,000 additional capital cost versus code minimum, is more cost-effective over 10 years. The analysis was prompted by town concern about rising electricity costs: 17 percent increase in cost versus 7 percent increase in usage between fiscal 2024 and 2025.
The committee also discussed revisions to its action-item tracking document and tasked Director of DPW Chuck Dam and Desrosiers with refining the committee's charter for Select Board review.
