MANCHESTER BY THE SEA — Conservation Commission unanimously approves Central Street landscaping after extensive public hearing debate. The commission voted unanimously to approve a hardscape and landscape plan for 48 Central Street (MassDEP #039-0945), resolving questions over unpermitted generator and air conditioning pads installed by a previous owner. Neighbor Lisa Martinez and attorney Russ Brown raised concerns during public comment about storm water runoff and generator noise; Brown argued no meaningful alternatives analysis existed for the pad locations.
The application was approved with perpetual conditions prohibiting pesticides, herbicides, and fertilizers, and requiring owner responsibility for drainage infrastructure access.
