Conservation Commission approves drainage amendment, issues cease-and-desist

MANCHESTER BY THE SEA — Manchester-by-the-Sea Conservation Commission approves drainage amendment, votes enforcement letter. The commission unanimously approved an Amended Order of Conditions for 12 Boardman Avenue that replaces a failed subsurface drainage system with a drip edge detail flowing water into existing lawn with crushed stone absorption beds. In a separate action, the commission voted unanimously to issue a cease-and-desist letter for 33 Smiths Point Road to halt stormwater discharge over the coastal bank, where chronic erosion has occurred for years.
The commission continued five applications to April 7, 2026, and scheduled site visits for March 28 at two properties: a seawall extension at 18 Boardman and invasive species removal at 355 Summer Street.
