MANCHESTER BY THE SEA — Conservation Commission assesses $900 in fines for unauthorized stormwater work at 7 Central Street. Conservation Agent Bethany Barstow discovered unauthorized drainage and dry well installation on April 14; the Commission ratified enforcement orders and voted 5-1 to assess $300-per-day fines for three days (April 15-17), totaling $900, with Commissioner David Lumsden opposing. This was the property owner's second violation in less than six months.
The Commission also continued a hearing on a proposed seawall raise at 18 Boardman, where members including Vice Chair Dr. Henry Oettinger raised concerns that the project prioritized coastal hardening over resilience.
