MANCHESTER BY THE SEA — Conservation Commission approves coastal seawall raise, permits harbor sculpture display. Chair Steve Gang led unanimous approval of a one-foot seawall raise at 18 Boardman following review of alternatives analysis; the 1895-era structure will not displace flood flows or adversely affect coastal resources. The Commission also issued a Negative Determination for a temporary bronze sculpture installation in Reed Park pending Chapter 91 harbor licensing with a 12-month review trigger.

Three applications were continued to July 21, including a 136-unit residential development on School Street for which the Commission voted 6-0 to retain an independent peer reviewer to evaluate stormwater management and vernal pool protection.
