MANCHESTER BY THE SEA — Downtown Improvement Committee reviews capital projects and planning initiatives at June 17 meeting. Town Engineer Nate Derosiers reported that the Central Street Culvert Project's Chapter 91 permit has been approved, with the $4,450,000 BRIC Grant apparently reinstated and construction anticipated in late fall. The Lincoln Street Water Treatment Plant Project, budgeted at approximately $16,000,000, will be financed through the State Revolving Fund at two percent interest over twenty years, with contractor mobilization anticipated in September.

Committee member Gar Morse raised concerns about six years without measurable progress on the housing production plan.
