MANCHESTER BY THE SEA — Manchester-by-the-Sea Finance Committee receives clean fiscal 2025 audit. Auditor Ms. Gamsby of CBIZ CPAs presented an unmodified opinion for all opinion units with no identified compliance issues, significant deficiencies, or material weaknesses; the town's FY24 comprehensive financial report received a Government Finance Officers Association award.
The General Fund closed with $42.7 million in total budget, revenues exceeding projections by approximately $670,000, and a year-end fund balance of $8.7 million, including $7 million in the General Fund and $1.7 million in the Stabilization Fund, with $5.2 million available without restrictions. Vice-Chair Andy Oldeman and Member Gar Morse raised significant concerns about a $350,000 warrant article requesting design funding for the Senior Community Center project, citing unclear deliverables and insufficient fundraising progress, prompting the Committee to schedule a special meeting for further review before issuing a town meeting recommendation.
