Finance Committee approves FY27 budgets totaling $5.9 million across town operations

MANCHESTER BY THE SEA — Finance Committee approves $5.9 million in FY27 operating budgets across all town departments. Chair Sarah Mellish and the seven-member committee voted unanimously on eight departmental budgets, including $240,788 for the Assessor's Office and $2,498,122 for benefits and insurance. Town Administrator Tony Barletta proposed splitting the consolidated Administrative Assistant position into two roles, funded by permit fee increases; regional data showed Manchester's $6-per-thousand-dollar building permit fee significantly below the regional average of $11.07.

The committee also approved a $420,000 OPEB trust contribution intended to fully fund unfunded liability and enable direct retiree health insurance payments from the trust beginning in FY28.
