MANCHESTER BY THE SEA — Finance Committee approves $33 million in town budgets and capital projects for annual meeting. Chair Sarah Mellish led unanimous or near-unanimous votes on the FY27 Operating Budget, a $2,052,492 Capital Budget, $18,058,187.50 Manchester Regional School District budget, and $16.5 million PFAS water treatment bond authorization. The Committee approved a $420,000 OPEB Trust Fund contribution completing the town's unfunded liability, placing Manchester-by-the-Sea among fewer than ten Massachusetts communities with full funding.
Major capital articles advancing include $2 million for Rotunda repairs, $5 million for Central Street Culvert, $4.1 million for Tappan Street, and $1.9 million for Harbor Dredging, though Dean Nahatis dissented on three infrastructure items and Gar Morse opposed the $350,000 Senior Center appropriation pending resolution of property closing status.
