MANCHESTER BY THE SEA — Finance Committee identifies $855,000 in year-end turnbacks to cover FY26 overruns. Finance Director Andrea Mainville presented preliminary data showing budget overruns across multiple departments in FY26, including $75,000 in electricity costs driven by extended HVAC runtime and rate increases, and approximately $12,000 in casualty and property insurance costs. The Committee identified sufficient year-end turnbacks of approximately $855,000 to cover these overruns without drawing on the Finance Committee Reserve Fund, affirming the policy that reserves should be dedicated to genuinely unanticipated events.

Town Administrator Tony Barletta reported that the sanitation contract renewal will increase costs by approximately $280,000 to $300,000.
