MANCHESTER BY THE SEA — Historic District Commission approves sign change, revives preservation bylaw. The commission unanimously approved a Certificate of Appropriateness for a business name change at 25 Union Street, allowing Jamie's Roast Beef to rebrand as Nikki's Place without altering the sign's dimensions or lighting. In administrative business, members held substantive discussion on reviving a Demolition Delay By-Law that failed at Town Meeting 15 years ago, identifying lack of community outreach as the prior reason for defeat.
Chair Rosemary Costello assigned next steps including newspaper outreach by Matt Genta and a public survey by Alison Moerland, with a public listening session tentatively scheduled for July and a November Town Meeting submission as the target. An RFQ for the next phase of historic properties survey, covering 75 to 90 properties, is funded by a twenty thousand dollar Community Preservation Committee appropriation.
