Historic District Commission approves two Certificates of Appropriateness unanimously

MANCHESTER BY THE SEA — Historic District Commission unanimously approves two Certificates of Appropriateness. The board cleared applications from Martha Farmer and Steven Carhart for a basement-level accessory dwelling unit at 12 Bridge Street and from 22 Union Street, LLC for a revised three-unit residential building with ground-floor retail. Chair Rosemary Costello led the meeting with four members present and two online.
The Farmer-Carhart project involves exterior modifications on non-street-facing sides to meet egress code while preserving historic character. For Union Street, the Commission approved revised massing with conditions requiring a six-panel utility door and exterior lighting for retail space.
