MANCHESTER BY THE SEA — The Historic District Commission and Planning Board jointly examined demolition delay bylaws as a preservation strategy. The commission, noting recent demolitions of older buildings, discussed the concept with preservation consultant Jennifer Doherty of Barrett Planning Group, who noted that approximately 160 Massachusetts communities have adopted such bylaws. Chair Rosemary Costello and Director of Land Management Marc Resnick agreed to coordinate with Doherty on a scope of work and funding plan, with April Town Meeting identified as a target timeline.
A survey of historic properties is underway in phases, each covering approximately 100 properties at roughly $20,000.
