MANCHESTER BY THE SEA — Housing trust signed grant, explored regional housing as Powder House project stalled. Chair Rosemary Costello and trustees signed a $100,000 Community Preservation Committee Grant Agreement and explored forming regional housing initiatives with roughly 15 communities. The Powder House Apartments project faced additional delays, with Eastern Bank requiring new language establishing foreclosure rights and uncertainty remaining about whether recently rented units counted toward the Subsidized Housing Inventory.

The trust held $1.71 million in available funds and agreed to place a CPC request on the next agenda for regional assistance or consulting services, with participating towns contributing approximately $10,000 annually.
