MANCHESTER BY THE SEA — Manchester Affordable Housing Trust reviews production plan identifying acute housing crisis. Consultant Karen Sunnarborg presented the draft Housing Production Plan, which identified 115 units (5 percent) on the State Subsidized Housing Inventory among 2,293 total housing units, with a median home sale price of $1.35 million; 74 percent of households at or below 80 percent AMI face cost burdens. Chair Sarah Mellish flagged the inclusionary zoning payment-in-lieu formula as inadequate, citing only $200,000 generated from a recent condo development selling units at $1.2 to $1.3 million.
The Trust voted to roll a Certificate of Deposit maturing July 5, 2026, into a new CD at the highest available interest rate and agreed to approach the Conservation Commission about potential development of the Moses Hill Conservation Area.
