MANCHESTER BY THE SEA — Parks and Recreation Committee approves prior minutes and advances beach and event planning. Chairperson Muffin Driscoll and members unanimously approved the February 11, 2026 minutes and reviewed special events including the Rotary Bike Ride Gears for Good on September 20, 2026 and the Greater Cape Ann Chamber Festival By The Sea on August 1, 2026. Parks and Recreation Director Cheryl Marshall reported that summer playground programs are sold out for seven weeks with approximately 120 children per week on a waiting list, disclosed staffing challenges for beach operations running 9am to 5pm, and noted the department secured a $40,000 fireworks contract fully covered by sponsorships.

The committee discussed a proposed $350,000 transfer from the Parks and Recreation revolving fund for a multi-generational community center project.
