MANCHESTER BY THE SEA — The Planning Board unanimously approved revised driveway regulations establishing fire-apparatus-access standards and continued a contested permit hearing for 214 Summer Street. Director Marc Resnick led the year-long regulatory update with the Department of Public Works and fire chief, now mandating a 12-foot minimum width and 20-foot-by-13-foot clear zone for driveways over 100 feet. On 214 Summer Street, applicant Tom Sachs of Hancock Associates presented a comprehensive stormwater plan using subsurface chambers and detention ponds to address a vernal pool and steep ledge site, but neighbors voiced concerns about blasting, historic drainage infrastructure, and construction impact.
The board continued the hearing to July 13 pending Department of Public Works review and a construction communication plan.
