MANCHESTER BY THE SEA — Planning Board unanimously approves 214 Summer Street special permit with comprehensive conditions. The special permit includes 24-hour notice to abutters before blasting, erosion control measures, dark-sky-compliant lighting, and black metal fencing if walls exceed four feet, per third-party engineer Greg St. Louis's stormwater peer review.

Director of Land Management Marc Resnick confirmed the Department of Public Works stormwater permit must precede any building permit. The Board also heard Planning Consultant Karen Sunnarborg present the preliminary Housing Production Plan, targeting 11 affordable units annually through rental housing prioritization, given Manchester's loss of 167 rental units since 1990 and current 0% vacancy rate.
