Planning Board endorses four zoning articles for 2026 Annual Town Meeting

MANCHESTER BY THE SEA — Manchester Planning Board unanimously recommends four zoning articles for the 2026 Annual Town Meeting. Chair Sarah Creighton presented proposals creating two downtown districts to preserve mixed-use character and eliminate commercial parking requirements, a new senior housing bylaw addressing demographic projections showing one-third of the population will be over 65 by 2030, inn definitions limited to 12 rooms, and accessory dwelling unit modifications allowing large ADUs in downtown districts. The board also approved the 22 Union Street special permit with comprehensive conditions addressing stormwater management, landscaping, and construction scheduling, and authorized Director of Land Management Marc Resnick to make administrative changes to zoning articles as recommended by Town Counsel.
