MANCHESTER BY THE SEA — Planning Board advances housing and preservation initiatives without final decisions. The board heard a refined design for a two-unit residential project at 1 Deer Hill Road and voted unanimously to schedule a draft decision for August 10, with applicant engineer Richard Salvo and architect Juli MacDonald walking the board through refinements including revised window patterns and native landscaping. In concurrent discussions, Chair Sarah Creighton and members advanced work on a municipal housing production plan, noting that Manchester derives 90-95 percent of tax revenue from residential properties and expressing concern that two concurrent 40B projects could add roughly 400 units.

The Planning Board and Historic District Commission jointly discussed demolition delay bylaws with preservation consultant Jennifer Doherty, with Director Marc Resnick agreeing to coordinate next steps on development of that strategy.
