MANCHESTER BY THE SEA — Planning Board holds public forum on proposed senior housing bylaw. Member Christopher Olney presented the first age-restricted zoning provisions in Manchester's history, aimed at retaining the town's 1,500 seniors currently lacking appropriate downsizing options; the bylaw would permit independent senior housing in any district with a Special Permit and assisted living facilities in downtown and G zones, capped at 60 units per site with mandatory affordability at a one-to-five ratio. Chair Sarah Creighton said the Board would present to the Select Board the following Monday, with a formal public hearing to follow.
