MANCHESTER BY THE SEA — Select Board approves interim assessor and town meeting warrants. The board unanimously appointed David Billard, who brings 32 years of assessment experience from Andover and Reading, as Interim Principal Assessor to replace Michelle Branciforte. Members unanimously approved and signed the Annual Town Meeting Warrant for April 27, 2026, and the Annual Town Election Warrant for May 19, 2026, recommending approval on 25 of 29 articles.

Articles 11 through 15 total approximately $29,500,000 in capital requests; the board noted that litigation settlement proceeds of $800,000 to $1,000,000 and up to $1,500,000 in federal community project funding would reduce borrowing needed for the PFAS water treatment project and other infrastructure work.
