MANCHESTER BY THE SEA — Select Board approves National Grid underground conduit installations on two streets. The board unanimously backed petitions to install PVC conduit on Bennett Street and 27 Masconomo Street, completing public hearings with confirmation from Town Administrator Antonio Barletta that the Department of Public Works had reviewed town requirements and would oversee one-year warranty compliance. The board also unanimously appointed Pierce Davis & Perritano as co-counsel to handle routine legal matters at a lower hourly rate than the current town counsel, with the firm managing contract reviews, bylaw questions, public records requests, and Open Meeting Law issues while complex litigation remains with KP Law.
A joint meeting with the Planning Board advanced five proposed warrant articles for annual town meeting, including downtown zoning dividing districts into Town Center and Harbor's Edge zones and senior housing provisions allowing age-restricted independent living in all residential districts with 10-unit-per-acre density limits.
