MANCHESTER BY THE SEA — Manchester voters approved $16.5 million for water system improvements addressing PFAS contamination and facing a 2029 state compliance deadline. The $19.6 million operating budget passed 268-15, with $25 million in capital appropriations for infrastructure including harbor, culvert, and utility projects. DPW Director Chuck Dam explained that state regulations require point-of-entry treatment; failure to comply by 2029 would trigger mandatory bottled water distribution.
Planning Board zoning amendments passed by wide margins for downtown development, including Town Center and Harbor's Edge Districts (149-7), senior housing (153-15), and accessory dwelling units (152-15).
