MANCHESTER BY THE SEA — Zoning Board of Appeals unanimously rejected appeal of 2 Blossom Lane enforcement. Chair Sarah Mellish, Members John Binieris, Georgia Pendergast, and Colleen Moore found no violations of the Zoning By-Law or the 2019 Special Permit after examining the Byrnes' complaints regarding pool house use, outdoor lighting, a second floor deck, and parking spaces; the Board determined the 2019 permit granted structural relief only, the lighting section post-dates the permit, the deck complies with approved plans, and parking occurs on-street rather than in the setback. In separate action, the Board unanimously approved Karin Aucone's Special Permit for a one-and-one-half story addition to 70 Pleasant Street, conditioning approval on specified elevation and floor plan drawings and limiting attic wall heights to 3 feet 6 inches.
