Zoning Board quorum shortage halts votes on two applications

MANCHESTER BY THE SEA — Zoning Board unable to vote on two applications due to missing quorum. Only three of five Zoning Board of Appeals members attended the March 25 meeting, falling short of the four-member majority required for approval. Chair Sarah Mellish, Sean Zahn, and Georgia Pendergast were present; John Binieris and Colleen Moore were absent.

The board unanimously continued the public hearing for Armand Aparo's Special Permit to raise and rebuild a nonconforming front porch at 7 Rosedale Ave and Joe Cunningham's Variance and Special Permit application to rebuild with an attached garage at 9 Masconomo Street, both to April 22, 2026. Chair Mellish outlined plans to address vacancies by moving associate member Colleen Moore to a full term and recruiting two new associate members.
