Members warned that without a replacement revenue mechanism, the loss of roughly $335,000 in annual bag sales creates a structural gap that no collection-cost saving fully closes; a public forum on barrel sizes and potential annual fees is set for the following Tuesday, with a conversion decision required by approximately September 1.
