Manchester Planning Board Continues 22 Union Street Mixed-Use Permit Hearing to February 23

MANCHESTER-BY-THE-SEA — February 9, 2026 — Manchester-by-the-Sea planners continued a special permit hearing for a mixed-use redevelopment of the former Cargo Unlimited building at 22 Union Street and voted to advance three zoning bylaw articles to the Select Board ahead of spring Town Meeting. The Planning Board voted unanimously to extend the public hearing for applicant 22 Newton Street, LLC to February 23, directing attorney Adam Zager and architect Chris Vance of Einstein Architects to return with a stormwater narrative, a construction traffic and communications plan, and a sidewalk restoration commitment before the board will draft final conditions. The proposed three-story Mansard-roofed building would replace the deteriorating L-shaped structure with three residential townhouse units and either one or three ground-floor retail condominium spaces, with a maximum roof height of 31 feet, 2 inches from average grade. The board also voted unanimously to advance a new senior housing bylaw setting minimum lot sizes of a half acre in Districts A, B, D, G, Town Center, and Harbor's Edge, and one acre in Districts C and E, and to engage consultant Karen Rosenberg for a Housing Production Plan update at approximately $20,000 funded through Community Preservation Committee funds — roughly half the cost of competing proposals.
